It's true. Unless you are going for an "alternative" look, it is best to always position your camera at your subject's eye-level when photographing portraits.

 

This means that you will either need to adjust your tripod to the correct height, or make sure you are at the correct height when hand holding your camera.

Be sure not to shoot down when photographing children. I find the best thing to do is put children on the floor, and then get down to their level while hand-holding my camera.

The focal length of your lens will determine how far away you need to be from your subject, but as a general rule, anywhere from 7 to 10 feet is a good distance.
